The Opportunity

The Citizen Developer Global COE Lead is responsible for unifying federated COE teams under a common enablement strategy — driving adoption, governance, and capability building that empowers employees to create solutions across MetLife's global footprint. This is an exciting opportunity to shape how tens of thousands of employees worldwide engage with low-code and AI tools, building the programs, communities, and guardrails that turn technology enablement into measurable business impact.

Key Responsibilities
  • Lead the Citizen Developer Global COE across central and federated teams, establishing a consistent operating cadence, governance model, and engagement framework that scales citizen development worldwide.
  • Define and own the end-to-end enablement strategy — covering intake, onboarding, learning pathways, and champions networks — to accelerate adoption and build lasting maker capability across the organization.
  • Build and sustain a thriving global citizen developer community by designing knowledge-sharing programs, facilitating peer learning, and maintaining the feedback loops that keep enablement relevant and effective.
  • Partner with engineering, enterprise architecture, and regional COE leads to ensure citizen developer activity aligns with published guardrails, approved patterns, and enterprise security and governance standards.
  • Track and report on COE performance using adoption metrics, community engagement data, and platform usage trends, using insights to continuously improve programs and demonstrate value to senior stakeholders.

Required Qualifications
  • Bachelor's degree in Computer Science, Information Technology, or a related field — or equivalent practical experience with enterprise technology platforms and applied AI tools.
  • 5+ years of experience in technology platform enablement, COE leadership, or large-scale program management — including at least 1–2 years working with AI-powered solutions and demonstrated ownership of operating models and enablement strategies.
  • Proven experience leading a Center of Excellence or comparable federated model, with a track record of coordinating across regions, business units, or global functions and influencing engineering, architecture, governance, and business stakeholders.
  • Hands-on experience with Microsoft Power Platform (Copilot Studio, Power Automate, Power Apps), including enablement, onboarding, adoption management, and working knowledge of AI-native capabilities in low-code environments.
  • Demonstrated ability to build and sustain global developer communities through training programs, engagement models, and knowledge-sharing mechanisms that drive adoption at scale.

Preferred Qualifications
  • Prior hands-on experience in software engineering, platform engineering, or solution/enterprise architecture, enabling credible and effective partnership with technical teams.
  • Working knowledge of enterprise AI and automation, with the ability to contextualize how these technologies apply to citizen developer platforms and enterprise workflows.
  • Broad familiarity with enterprise technology ecosystems, including cloud platforms (e.g., Azure), data technologies, and security and compliance frameworks.
