■Job Summary
Head of Strategy Planning & Project Delivery role is responsible for managing and overseeing a diverse portfolio of complex, large-scale Infrastructure programs and projects. The role directly engages senior stakeholders across the organization globally, including Global and Regional CIOs, CTOs and Senior Business Executives to foster strong relationships and successful delivery of strategic initiatives. In addition to leading the team of Project Management, this position plays a critical role in financial governance for the CTO organization in Japan, including investment planning, budgeting, and ongoing portfolio performance management. The ideal candidate combines strong leadership capability, deep program management expertise, and the ability to drive execution in a fast‑paced, multinational environment.
■Responsibilities
- Plan, execute, and oversee large and complex global programs, coordinating delivery across geographically dispersed teams and engaging stakeholders across regions to ensure alignment, transparency, and successful outcomes.
- Supervise the end‑to‑end IT Infrastructure project portfolio, ensuring alignment with organization’s strategy, roadmaps, and business priority.
- Drive standardization and operational excellence through PMO practices, methodologies, governance frameworks, tools, and reporting structures.
- Engage regularly with senior executives to provide updates, influence decisions, and ensure alignment with strategic objectives.
- Manage financial planning and governance for the CTO organization, including annual budgeting, forecasting, cost tracking, and investment prioritization.
- Oversee the CTO investment portfolio, ensuring value realization, financial discipline, and rigorous business case management.
- Identify Project risks, issues, and dependencies across the portfolio and drive proactive mitigation, timely escalating to CIO/CTO leaderships.
- Partner with other technology units under CIOs, to ensure seamless execution of cross‑functional and enterprise‑wide initiatives.
- Guide and provide mentorships, and lead a team (over 10 employees), fostering a high‑performance and delivery‑focused culture.
■Requirements (Experience, Skills, Education)
- Proven track records of leading large IT Infrastructure project in end-to-end, from project initiation, defining scope and objectives, timelines, and success criteria and business cases.
- 10+ years of experience in Global and multi-national IT organization, in the role of either strategy planning, project management.
- Strong executive communication skills and writing/reporting capability — able to produce concise, structured reports and presentations, synthesize complex data into clear insights, and manage proactive issue/risk escalation.
- Advanced financial management skills, including budgeting, forecasting, investment planning, and interpreting financial/operational metrics to inform decisions.
- Excellent stakeholder and vendor management, aligning IT, Finance, Risk/Compliance, Procurement, and external partners to drive outcomes and resolve conflicts.
- Bachelor’s degree in business, Information Systems, Engineering, or a related field
■Preferable
- Strong documentation and analytical skills, with the ability to create crisp, structured updates
- Familiarity with enterprise‑level IT infrastructure and experience managing large‑scale infrastructure projects such as data center migrations, office relocations, and desktop or mobile technology refresh/upgrade initiatives.
- Experience supporting operational resilience, disaster recovery, and business continuity programs.
- Japanese: JLPT N3 or equivalent
- PMP certified
